Government Created 231 Posts of Joint Secretary and Deputy Secretary:

The government has created 231 posts of joint secretary and deputy secretary and formed the district land problem resolution commission (Squatters problem-solving Commission) in all 77 districts.

The Ministry of Land Management, Cooperatives, and Poverty Alleviation have formed land problem resolution commissions in all 77 districts. For that, the ministry has appointed a chairperson, an expert, and a member in all the districts. The list of officials of the Land Problem Resolution Commission of 77 districts has been published in the Gazette.

According to the 18th amendment to the land regulations, the salary and facilities of the chairperson of the district squatters' commission will be the same as that of the joint secretary, while the salary and facilities of the experts and members will be the same as that of the deputy secretary. The rules provide for a chairperson and six members in the district squatters' commission. The remaining three members will be an ex-officio member of the District Survey Office, a District Land Revenue Office, and a Chief of the Forest Office. The administrative officer of the district coordination committee will be the member secretary of the district squatters' commission.

In the rules, the minimum educational qualification for appointment as chairperson and member of the squatters' commission is bachelor level. According to ministry sources, the formation of the district squatters' commission has been delayed due to disputes within the ruling party. 

During the lockdown, the government had formed a squatters' commission at the center in April 2018. The then Land Management Minister Aryal administered the oath of office to the commission officials in a hurry.

During the lockdown, the commission had written to all local levels to send a list of squatters and unorganized settlers through the Ministry of Federal Affairs. The commission has stated that the work of land distribution in the district will start as soon as the district squatters' commission is formed.

According to ministry sources, offices of the District Squatters Commission will also be opened in all the districts. For this, as per the instructions of the Ministry, the Survey Department has started the process of recruiting surveyors, Amin, and other technical staff.
