The government has amended the National Medical Education Regulations and changed the quota for medical studies at the postgraduate level. According to the manipulated quota, 60 percent of open seats have been allotted in public educational institutions, 30 percent in government service, and 10 percent for foreign students.

Earlier, 50 percent was allocated for open, 40 percent for government, and 10 percent for foreign students. With the reduction of the 10 percent quota of government doctors, the definition of government doctors has also changed. Earlier, those who had passed MBBS and worked in government contract service for one year were also included in the government scholarship quota. By amending this, provision has been made for only doctors working in government and community health institutions with a permanent appointment from the Public Service Commission to study in the government quota.

By amending the Medical Education Regulations, 2077 BS, the government has phased out all the programs under CTEVT except those that can upgrade the certificate-level programs. If those can upgrade and run according to the standards, the way is open for them to run certificate-level programs.

It has been mentioned that the Ministry of Health and Population should be consulted while determining thematic seats for postgraduate studies. Earlier, without this provision, a conflict had arisen between the commission and the ministry. The government doctors' union also protested. Provision has been made in the amended regulations for government doctors to get a maximum of 10 marks for experience and remote areas. The working area of ​​the number obtained by the government doctor has been divided into two parts and the marks have been measured.
