First National Conference of Public Service Commissions Concluded:
The 'First National Conference', attended by the chairpersons of the Public Service Commission and the Provincial Public Service Commission, has demanded a review of the hierarchy in view of the prevailing legal system, the process of appointment and dismissal and the responsibilities to be borne.
The 'First National Conference' of the Public Service Commission was held in Dhulikhel, Kavre on Sunday and Monday after the establishment of the Provincial Public Service Commission in the provincial structure. The conference has ended with the issuance of a five-point declaration.
Chairman of the Public Service Commission, Umesh Prasad Mainali, while issuing the declaration, said that the commission remained confident and committed to the valid principles of the qualification system, proud of its glorious past, impartiality, independence and objectivity, high respect for public trust in the commission and promotion of the qualification system.
The declaration states that the recruitment and selection of public office will be based on the principles and principles of the qualification system and will be committed to enter the service of the state through fair recruitment and selection free from the influence, pressure and urge of political, social and personal relations.
The declaration also states the commitment to recruit manpower to meet the challenges of the 21st century in the public service and to establish the Public Service Commission as the best center of the qualification system through the use of promotions and new inventions.
It is committed to contribute to the promotion of federal good governance by establishing an exemplary system through cooperation and coordination between the Public Service Commission and the Provincial Public Service Commission and to establish the institution as a heritage of trust of the citizens while preserving its sanctity.
The conference has also decided to assist the Public Service Commission in conducting research and promotional activities from the Provincial Public Service Commission as per the need.
The conference has drawn the attention of the Government of Nepal, the state government, and the local level government to formulate laws related to the federal civil service, state civil service, and local government service immediately. The conference has also decided to hold a national conference of public service commissions on Falgun 23 every year.
The conference was attended by Public Service Commission Chairman Umesh Nath Mainali, Province 1 Public Service Commission Chairman Uttam Kumar Bhattarai, Province 2 Public Service Commission Chairman Surendra Prasad Yadav, Bagmati Province Public Service Commission Chairman Sureshman Shrestha, Lumbini Province Public Service Commission Chairman Dilaram Bhattarai and Karnali Province Public Service Commission Chairman Ram Prasad Upadhyay.
