Federal Civil Service Bill: Promulgation Imminent, Says Minister Amanlal Modi
Federal Affairs and General Administration Minister Amanlal Modi has announced that the Federal Civil Service Bill will be submitted to the Parliament soon. The bill, which has been pending since 2075, will address the issues of basic conditions and facilities of the civil service at the union, state, and local levels.
Hierarchical System to be Implemented in Staff Administration
Minister Modi has stated that a hierarchical system will now be implemented in staff administration. The Federal Civil Service Act will prove to be a milestone in building dynamic relations between employees of the three levels of government. The ministry has recommended arrangements at local and state levels, and the bill provides for employees to remain in the service until the age of 60.
Commitment to Orderly Transition
Minister Modi has expressed his commitment to organize the transfer system during his tenure. He has proposed adopting technology to end the issue of running Shakti Kendra in the matter of employee transfer. The ministry will also be restructured to run in a new way.
Facilities in Civil Hospitals for National Athletes and Artists
The minister has also announced that initiatives are being taken to provide treatment for national athletes, artists, teachers, and public representatives at a discount like civil servants at the civil hospital in Baneshwar, Kathmandu. He is working on arrangements to provide treatment at concessional rates for national personalities, local people's representatives, martyrs, and family members of the missing. The topic of opening a separate hospital for teachers is also being discussed.
Minister Modi's announcement regarding the promulgation of the Federal Civil Service Bill and his commitment to an orderly transition is a positive step towards building a dynamic administration system. The implementation of a hierarchical system in staff administration and the provision of facilities in civil hospitals for national athletes and artists are commendable initiatives.
