The National Examination Board (NEB) is responsible for conducting the annual examination of Class 10 (SEE) in Nepal, from issuing the notification for filling the application form to publishing the results.
Despite the state government's opposition, the right to conduct Class 10 exams has been given to the NEB. This is due to the Education Act, which does not allow for the SEE examination to be conducted at the state level.
The NEB has formed a provincial examination management committee at the provincial level, which manages the entire state-level Class 10 exam under the chairmanship of the Secretary of the Ministry of Social Development.
The responsibility of creating question papers, conducting examinations and issuing certificates is the responsibility of the NEB to maintain quality control. This right cannot be given to the province due to the law.
The authority to issue Class 10 certificates lies only with the NEB, according to the Education Act. Until the Federal Education Act comes into force, the right of school education remains with the province but has not been implemented due to the law.
Students are evaluated in two ways, internal and external. While the NEB is responsible for external evaluation, the concerned municipalities, schools, and teachers are responsible for internal evaluation.
The board only works to give certificates and publish results for Class 10 examinations, with the management committee at the state level taking care of the rest of the work.
The NEB is currently conducting Class 10 examinations using the letter grading system, with plans to revise exams in a systematic and timely manner.
