Decision No. 23: Approval of CTEVT's Future Strategic Direction
The Council for Technical Education and Vocational Training (CTEVT) has approved the following future strategic direction:

Facilitate discussions and interactions to create the Federal TVET Act and restructure the Council.

Align and implement a national vocational qualification framework as a foundational basis for higher technical and vocational education to prepare skilled manpower for the labor market.

Implementing the National Vocational Qualification System (NVQS) will ensure compatibility with general education. This system will include career pathways, multiple entry and exit options, a modular curriculum, and a credit transfer system.

Revise curricula periodically, ensuring that vocational training includes at least 3 months and technical education programs include at least 6 months of work-based learning in industry or business settings.

Organize programs for trainers to gain industry experience, visits, and skill-enhancing opportunities.

Develop and implement a Vocational Teachers' Competency Assessment & Certification Framework (VTCACF).

Prepare in-company trainers and quality assessors from among industry technicians.

Operate vocational training programs with cost-sharing partnerships with industry.

Expand the apprenticeship training program.

Implement earn-and-learn programs with the involvement of the productive sector.

Adjust and expand technical and vocational education programs based on workforce projections and skill mapping.

Ensure quality standards through institutional accreditation, instructor skill development, and regulatory provisions for training licenses.

Develop the National TVET Curriculum Framework (NVCF).

Implement the National Vocational Qualification Framework (NVQF).

Develop and implement the National Vocational Quality Assurance Framework (NVQAF).

Update and expand the Recognition of Prior Learning (RPL) as needed.

Integrate and upgrade the TMIS/MIS.

Facilitate loan provisions for graduates of technical and vocational education programs based on educational certificates.

Execute a 10-year strategic plan for technical and vocational education.

(a) Overview of Budget Programs and Expenditures from Fiscal Year 2075/076 to 2080/081
In accordance with Section 6.21 of the Technical Education and Vocational Training Council Act, 2045 (with amendments), which mandates submission of the annual budget, progress reports, audit reports, and other reports to the council, the budget programs and expenditures for fiscal years 2075/076 to 2080/081 were presented to the Council.
(b) Approval of the Budget and Program for Fiscal Year 2081/2082
Following the procedures of Section 5.4 of the amended Technical Education and Vocational Training Council Act, 2045, the proposed budget for the current fiscal year 2081/2082, along with the program to be included in LMBIS, was approved as follows:
