Bethanchok Rural Municipality Implements Free Compulsory Education Program
In a move to promote education and bring children who are not enrolled in school, the Bethanchok Rural Municipality of Kavrepalanchok has implemented a Free Compulsory Education Program. Here are some key points of the program implementation:
Implementation Policy
- The program has been implemented to bring children who are not enrolled in school, who are disabled, without parents, who have not yet reached school due to poverty or any other reason to school.
- The program will cover children who have completed four years and are under 13 years of age.
- In the case of students who could not go to school due to complex disabilities, they would be taught at home through mobile teachers.
Mobilization of Resources
- In the early stages of program implementation, the education committee, school management committee, and community learning center will be mobilized effectively.
- A plan has been made to appoint a team based on indicators.
- At the ward level, people's representatives (ward members) will also be mobilized to monitor the ward.
Funding and Support
- The budget will be allocated based on the number of children under the poverty line and clothes, bags, shoes, books, pens, etc. will be provided.
- Parents who do not send their children to school for any reason will also be given support and encouragement to send them to school.
- A plan has been made to start the free compulsory education program in the rural municipality at the ward level and declare the ward with free compulsory education.
Monitoring and Evaluation
- The education branch and rural municipality will search for children, cross-verify the data, and include out-of-school children in teaching and learning.
- The fees of children who have not reached school due to various reasons will be collected in a subtle way.
- If parents fail to send their children to school, the services and facilities provided by the rural municipality will be stopped.
The program, which was implemented since February 2023, is aimed at providing education to all children and reducing the number of dropouts. The Bethanchok Rural Municipality has 3,400 students studying in ten secondary, three basic, and 17 primary schools. The Free Compulsory Education Program is a program under the Ministry of Social Development of the Federal Government, and this program was also implemented earlier in Khanikhola Rural Municipality of Kavrepalanchok.
