67th Civil Service Day (Nijamati Sewa Diwas) Awards 2081
The 67th Civil Service Day is observed annually on Bhadra 22, marking the legal establishment of Nepal’s civil service. This day commemorates the introduction of the Civil Service Act in 2013 BS under the leadership of the late Prime Minister Tanka Prasad Acharya. Over its 67 years, the civil administration has evolved into the backbone of Nepal's public administration, consistently working to implement government policies, programs, and budgets. Across all seven provinces and even in the most challenging geographic regions, the civil administration has played a critical role in ensuring efficient service delivery and upholding democratic principles.
Challenges in Administrative Federalism
Despite progress in governance, the complete implementation of administrative federalism remains a challenge. The delay in passing the Civil Service Act has created difficulties in managing human resources and aligning provincial and central governance systems. This gap has hindered the optimal deployment of staff, which has affected service delivery and slowed down the execution of government projects. To address these issues, civil servants must focus on improving their processes, adopt technology-driven solutions, and maintain a positive, honest approach.
Contributions to Political Progress
Civil servants have made significant contributions to Nepal's political advancements. Their role in opposing dictatorship, enduring hardships, and fighting for professional rights has been noteworthy. As we celebrate this day, it’s important to honor those who sacrificed their lives in these struggles and express solidarity with those who faced difficulties. Nepal’s civil service has played an essential role across various forms of governance. In the current democratic framework, its responsibilities have expanded. The civil service is pivotal in delivering the benefits of democracy to the public and fostering trust in the government. This role directly contributes to the country's socio-economic development and fulfills the national vision of "Prosperous Nepal, Happy Nepali."

To meet these aspirations, every civil servant must focus on continuous improvement of skills, demonstrate their abilities with integrity, and address public concerns by embracing professional values. High moral conduct and ethical service delivery are necessary to meet today’s challenges.
