Government of Nepal, National Examination Board (NEB) Request to Exam Center Heads for the Management and Operation of Class 12 Annual Exams – 2082.

The National Examination Board expects your full support in successfully conducting the Class 12 annual examination scheduled from 2082/01/11 to 2082/01/24 in an orderly, disciplined, and reliable manner. The board is confident that we will all play our part in creating a peaceful and fear-free environment for examinees to participate in the exam.

In addition to the legal provisions related to exam conduct/management, all center heads are requested to strictly follow the points listed below to ensure fair and well-managed examinations.

Details:

  1. Make sure all examinees enter the exam hall at least 30 minutes before the exam begins. No examinee should be allowed entry 15 minutes after the exam starts.

  2. Only the exam center head is permitted to carry a mobile phone in the exam hall. All other individuals are strictly prohibited from bringing mobile phones, smartwatches, or any electronic devices into the hall. Violators will be subject to legal action under existing laws.

  3. Media personnel coming to collect exam-related news must do so from outside the exam center. Entry into the exam hall with cameras to take photos or videos is strictly prohibited.

  4. Monitoring officials must present an official ID card or a letter from an authorized body. Once verified, they should be allowed to inspect a room for no more than 2 minutes.

  5. If more than one monitoring team arrives at the same time, only one team should be allowed inside the center at a time. The next team may enter only after the first one has exited.

  6. If more than two monitoring teams visit on the same day, inform them politely that excessive monitoring can affect students' mental state. Share the details of prior monitoring teams and request them to observe the exam management from outside.

  7. For most subjects, the same question paper will be used. However, due to curriculum changes in the Mathematics subject (Code 0081/4021), please ensure:

    • Regular and partial examinees with registration numbers starting with 80 or 81 receive the New Course paper.

    • Old partial examinees with registration numbers starting with 78 or 79 receive the New Curriculum Old Course paper. Assistant center heads and invigilators must be oriented about this before the exam begins.

  8. Exam centers within schools that run Grade 11 and 12 can log in to the NEB system (exam.neb.gov.np) using their school code and password to download/print question papers. After clicking “Get OTP,” the OTP will be sent to the center head’s mobile. The question paper can be downloaded only after entering the OTP.

  9. Centers located in schools not operating Grade 11/12 will be issued a new User ID and Password by NEB’s office. They must follow the same process as mentioned in point 8.

  10. When downloading the question paper or receiving OTP, a security official must be present, and a record must be documented. This record should be safely preserved for 3 months. The question paper must not be shared with any other IDs to maintain its confidentiality.

  11. Make proper arrangements to ensure a friendly exam environment for students with disabilities (e.g., low vision, blindness, hearing difficulties, etc.).

  12. As OTP is required for question paper download, center heads must update their official mobile numbers with the NEB office by 2082/01/05.

Regarding Prohibited Items like Mobile Phones and Electronic Devices:

  • Inform all examinees that their mobile phones must be kept outside the exam center before the exam begins.

  • If any teacher, staff, invigilator, or examinee is found carrying a mobile phone or other prohibited items in violation of these guidelines, and those items are seized during inspection or search, they will be treated as violating exam integrity as per Education Act 2028, Clause 17(1)(Ka)(Ch), and legal action will be taken.

  • If a mobile phone, smartwatch, or electronic device is found inside the exam hall, it will be seized without return, and the exam of that subject will be cancelled. Inform the guardians and also disseminate this information at the community level.
