Promotion Advertisement for Federal Parliament Service, Gazetted Second Class Positions through Competency Evaluation

In compliance with the order of the Honorable High Court Patan, Harihar Bhawan, Lalitpur (Writ No. 080-WO-0713), applications are invited for promotion to the positions of Upa Sachiv or equivalent in the Federal Parliament Service, General Administration Group, Gazetted Second Class. Eligible candidates are requested to apply as per the following criteria:

Special Notice Regarding Advertisement:
As per the directive of the Honorable Supreme Court (Writ No. 078-WO-0660), this advertisement has been published following the Civil Service Act, 2049, including provisions for inclusive groups.
Important Points for Candidates:
- Eligibility: Candidates must meet the qualifications as per Section 28 of the Federal Parliament Secretariat Act, 2064, and must not be disqualified as per Section 29 of the same act.
- Evaluation Criteria: Promotion recommendations will be based on points calculated as per Section 31 of the Federal Parliament Secretariat Act, 2064, including performance evaluation (Section 32), seniority evaluation (Section 33), and educational qualifications and training (Section 34).
- Performance Evaluation: Points for performance evaluation will be calculated up to the end of Asar and for other criteria, up to the last date for submitting applications as per the advertisement.
- Application Requirements: Applicants must mention their identification number received from the National Record Office in their application form.
- Educational Equivalence: Certified copies of educational equivalence must be submitted if applicable.
- Complete Application: All sections of the promotion application form must be clearly filled out.
- Eligibility for Adjusted Employees: Employees adjusted to federal, provincial, and local levels under the Employee Adjustment Act, 2075, may be eligible for promotion to positions one level higher than their current service/group/sub-group as per Section 14, Sub-section 4 of the same act.
- Application Deadline: Completed applications must be submitted to the Public Service Commission, Application Management Center, Anamnagar, Kathmandu, by 2081/4/15. Late applications will not be entertained.
- Application Fee: NPR 2,000 (Two thousand).
- Training and Qualifications: The required training, educational qualifications, and experience are as specified in Notice No. 371/080-81 published on 2080/6/25.

Regarding the application for Re-totaling by candidate Hira Pariyar (Roll No. 653944) for the Non-Gazetted Second Class (Non-Technical) Kharidar or equivalent position under the integrated service/group, as per Public Service Commission Surkhet Office's advertisement (Open and Inclusive) Nos. 14758 - 14764/080-81 published on 2081/2/21, the Re-totaling committee's decision on 2081/3/7 has found no changes in the original results. This notice is published for the information of all concerned.
