3rd National Conference of Public Service Commission Concludes with a Pledge to Competence, Cleanliness and Fairness
The Public Service Commission recently held its 3rd National Conference in Dhangadhi Kailali, Sudurpaschim Province on March 3-4, 2023. The main slogan of the conference was "Competence, Cleanness and Fairness: Commitment of Public Service Commission". The conference was attended by officials and employees of Public Service Commission, as well as officials and secretaries of all 7 provinces Public Service Commission.
During the conference, the officials discussed the historical background and development of the commission, the legal system, the values and principles adopted by the commission, and the main themes of the strategic plan of the commission. They also reviewed the progress of the decisions made during the previous conference.
Presentations were made on behalf of all 7 provincial public service commissions, including their existing legal systems, manpower and other resources, and major achievements. Future policies and programs, as well as expectations with the public service commission were also discussed.
The heads of departments discussed test techniques and curriculum, interview and question paper revision, administration and percentage determination, and advertising ghazal gazelle. The conference played an important role in enhancing public trust in the Public Service Commission by working in accordance with the values of competence, cleanliness, and fairness.
On the second day of the conference, the final form was discussed and finalized regarding the declaration and decisions to be made by the conference. In the closing session, the chairman of Public Service Commission and the chairman and representatives of all 7 provinces Public Service Commission signed the declaration and decision and expressed their commitment to implement the declaration and decision.
The said declaration and decision was made public by the Chairman of the Commission, and Mr. Dinesh Silwal, a member of the Public Service Commission, thanked the guests and participants who attended the program and all those who helped to make the program a success on behalf of the commission.
Overall, the 3rd National Conference of Public Service Commission was a success, and its commitment to competence, Cleanness, and fairness is sure to enhance public trust in the commission.
Manifesto: Enhancing the Merit System through Competence, Fairness, and Cleanliness
As officers of the Public Service Commission and the Provincial Public Service Commission, we are committed to upholding the core principles of competence, fairness, cleanliness and reliability. We understand our responsibility in promoting and protecting the merit system in Nepal's public administration, and we pledge to make timely improvements while keeping the existing standards, principles and values intact in the recruitment and selection system.
To achieve our goal of a competent, strong, service-oriented, dignified and orderly public administration, we make the following commitments:
- Adoption of Latest Technology: We will adopt and use the latest technology in the commission's examination system as needed to improve the transparency and efficiency of the public administration.
- Implementation of Inclusive System: We will effectively implement the inclusive system according to the spirit and letter of Nepal's constitution and laws, ensuring that no one is discriminated against on the basis of gender, caste, ethnicity, religion, disability or any other grounds.
- Professional Development: To ensure the professional development of our employees, we will end the transition in management and public administration. We request the Government of Nepal to issue the Civil Service Act and the Local Government Service Act to support our efforts.
- Promotion of Competence: We will continue to be active in making the public administration competent, strong, service-oriented, dignified and orderly. We will maintain an atmosphere of continuous coordination and cooperation between the Public Service Commission and the Province Public Service Commissions to achieve this goal.
- Centers of Excellence: We will remain committed to maintaining the Public Service Commissions as centers of excellence in the merit system. We will constantly strive to improve our standards and values, and ensure that our recruitment and selection process is transparent, fair and efficient.
We believe that by adhering to these commitments, we can enhance the merit system in Nepal's public administration and restore public trust in the integrity and reliability of our institutions.
Decisions:
- The Public Service Commission and Province Public Service Commissions shall prioritize the implementation of the inclusive system in their recruitment and selection processes to ensure equal opportunities for marginalized groups.
- The Public Service Commission and Province Public Service Commissions shall establish a system for monitoring and evaluating the performance of employees to ensure accountability and transparency.
- The Province Public Service Commissions shall coordinate with the Public Service Commission to develop a system for the transfer and promotion of employees within the Province civil service to ensure the proper utilization of human resources.
- The Public Service Commission and Province Public Service Commissions shall develop and implement training programs for employees to enhance their skills and knowledge.
- The Public Service Commission and Province Public Service Commissions shall work together to improve the quality of services provided to the public and ensure their satisfaction.
- The Public Service Commission and Province Public Service Commissions shall establish mechanisms for handling complaints and grievances related to recruitment and selection processes, and ensure that they are addressed in a timely and effective manner.
- The Public Service Commission and Province Public Service Commissions shall conduct regular audits of their recruitment and selection processes to ensure that they are fair, transparent, and based on merit.
- The Public Service Commission and Province Public Service Commissions shall work to increase public awareness of the importance of the merit system and the role of the commissions in promoting it.
- The Province Public Service Commission shall coordinate with the Public Service Commission to develop a common database of job vacancies and qualified candidates to facilitate the recruitment process.
- The Public Service Commission and Province Public Service Commissions shall work together to develop a system for performance-based incentives and rewards to motivate employees and promote excellence in public service.
